David Wagner leads FQHC Consultants and has advised physicians and health centers for more than 40 years. A contracted HRSA fiscal reviewer and experienced virtual CFO, he helps FQHCs, Look-Alikes, and Rural Health Centers strengthen their finances, operations, and compliance.
Barbara K. Williams, PhD, MSOM, CMCN
Health Center Compliance & Operations Consultant
Dr. Williams brings more than 30 years of healthcare leadership, primarily in FQHCs, to help health centers strengthen HRSA compliance, improve operations, and stay ready for regulatory reviews. An experienced HRSA Operational Site Visit and FTCA reviewer and HRSA Grant Reviewer since 2009, she translates federal requirements into practical, sustainable systems.

Taylor Rykowski leads technology, AI, and digital growth at FQHC Consultants, building the AI phone and chat agents, CRM, and digital marketing systems that help health centers reach and serve more patients.
