As owner and principal independent consultant of Health Center Compliance & Operations Consulting, doing business as Health Center Compliance (HCC), Dr. Williams works with Federally Qualified Health Centers (FQHCs) and their executive leaders to strengthen Health Resources and Services Administration (HRSA) Health Center Program compliance, improve day-to-day operations, reduce organizational risk, and sustain regulatory review readiness.

With more than 30 years of healthcare leadership experience, primarily in FQHC settings, Dr. Williams offers extensive expertise in HRSA Health Center Program compliance, health center operations, quality improvement, patient safety, risk management, governance support, and organizational performance. Her executive leadership roles have included Chief Regulatory Compliance Officer, Interim Chief Operating Officer, Executive Director, Business Development Director, Corporate Compliance Officer, and Managed Care/Quality Improvement Manager.

Through HCC, Dr. Williams works directly with CEOs and executive leadership teams to assess organizational operations, identify compliance and operational risks, strengthen systems and processes, prepare for HRSA reviews, and develop practical strategies for sustainable improvement. Her consulting approach combines regulatory expertise with real-world healthcare leadership, enabling her to translate federal requirements into practical solutions that strengthen compliance and operational effectiveness.

Dr. Williams delivers executive-level guidance, staff training, and technical assistance tailored to each health center’s needs. Her work addresses HRSA compliance, FTCA requirements, governance, Patient-Centered Medical Home recognition, quality improvement, clinical operations, risk management, patient safety, and organizational assessment.

Dr. Williams also brings the perspective of an experienced HRSA reviewer. She has conducted HRSA Operational Site Visits and FTCA Site Visits and has served as an HRSA Grant Reviewer since 2009, including as a member of an Objective Review Committee.
